No email notifications on users included in custom field

Hi,

We recently upgraded our Redmine from version 4.x to the latest. One issue we've encountered after the update is with a custom field that we have called additional assignees. This custom field is a user format allowing multiple values. It's role is all and visible to any user. When a user who is not a site administrator (set via Administration --> Users --> checkbox "Administrator") creates a new ticket these users selected in the custom field do not receive a email notification. The emails are received if an admin creates the ticket. We would like these emails enabled and to work with the silencer plugin. Any suggestions on how to test and resolve appreciated.
