"Issues Assigned to me" Helpp!

Hi all,
When User1 assigns an issue for User2, it automatically DOES NOT appear in User2's "Issues assigned to me" list.
Only after User2 searches for the issue and updates it, the issue appears in that list.
How can I make issues appear in the "Issues assigned to me" list, automatically once its issued to him?
The workflow for both user1 and user2 is "all checked".
Please let me know, thanks a lot!
