Plugin to define a new kind of issue type?

Hi all
As a newcomer and potential developer to Redmine, I'll keep getting question from my org about why Redmine doesn't do the same as Jira.... So simple question, can I develop plugins that defines other issue types than "defect", "feature" or "patch"?
So my simple question right now could fit into the scenario of making a test management suite for Redmine. Therefore a issue type "test" could be the right way of implementing this plugin. So the question is to link a given feature issue with a given test issue. Or, a given test case with a defect (or more).
Could this be achieved? is it already achieved? or any other comments is warmly welcomed.

You don't need a plugin for this. Go to Administration > Trackers and add a tracker.

There is no "administration" menu in Redmine

You have to be logged in as a (Redmine-)administrator
