Flexible customization of sidebar inlay arrangement

Description

In the right sidebar in tickets, various points, such as "observers / Beobachter" are displayed.
We would like to adjust the arrangement. Observer (BEobachter) should be displayed above because we have a lot of information in the sidebar through external plugins.

To adjust the "Observers / Beobachter" section in the sidebar, you’ll likely need to either:

Modify the sidebar layout in the admin settings (if available).

Edit the HTML/CSS or the template file if using a custom system.

Reorder fields in the platform’s field configuration (e.g., Jira).
