Allow deleting attachments directly from issue history

Description
When reviewing an issue history, users can see entries such as:
- File "example.pdf" added
However, there is no way to delete the attachment directly from the history entry itself.
Users must scroll back to the attachment list and locate the corresponding attachment before deleting it.
This can be inconvenient, especially for issues with many attachments or a long history.
Proposal¶
Add a delete action (for example, a trash icon or "Delete" link) next to attachment entries displayed in the issue history/journal.
The action should be available only to users who already have permission to delete attachments.
