Decimal separator should not depend on language

With #22024, the decimal separator was tied to the selected language in Redmine. This is a bit problematic, because it doesn't depend on a language, but on a locale.
We're affected because we are in the German part of Switzerland, where a dot is used as separator. However, Redmine now uses a comma if the German language is selected, because in Germany, that is correct.
I'm not sure what a good path forward could be. Is it possible to add a Swiss German locale (de-CH) or should the decimal separater be uncoupled from the language?
