can assing new members or roles to project

Today I setup Redmine and started using it. I was able to create new project and members as admin. But I can't assign new Roles or members to a project. It displays the Loading popup then the loading popup disappears but no action happens. there is no changes in the database.

I am using Redmine 0.9.3
DB : mysql

Also there is not much information in logs(logs/production.log)

You can't assign a role or a member to a project, you need to assign a member with a role.
