New subtask link should not be shown when parent_id field is disabled for the tracker

Description
Users cannot create subtasks when parent_id field is disabled for the tracker.
But current versions of Redmine shows new subtask link even if the field is disabled.
I think the link should not be shown when parent_id field is disabled.
Showing the link without respect to disabled parent_id may causes confusion like #24606.

When Parent Id is disabled it means that an issue cannot have parent task. It does not mean that it cannot have subtasks of different tracker type that does have Parent Id enabled.
