Number of statuses for an issue

Hi, the number of statuses for an issue is hardcoded? is it 6?

I'm asking this because we are using it and the client wanted to have about 12 statuses. They are in the configuration area but they do not appear when they want to update an issue.

If so, where can I look to modify it?

Admin > issues statuses

Then

Admin > workflow
