What is the difference between Open discussion and Help forums

It looks likes a lot of topics in Open Discussion forum are actually Help questions.
Shouldn't the distinction be made clearer?
I think a good way to start is to create a sticky question in Open Discussion that it is for discussions and not for help.
Better still the Help should come before Open Discussion, with Open Discussion moved further down, perhaps before plugins?
PS. shouldn't the discussion in Open discussion be capitalized?
