Change the path for uploaded files

I want to set a custom path for uploaded files.

So I set:
attachments_storage_path: /var/www/uploads
in my
/usr/local/share/redmine/config/configuration.yml
and restarted apache but no changes happened

What can be the problem?

Are you using ProxyPass + a Rack server, Passenger?

no, i'm using apache with Phusion_Passenger
