Email notifications are not sent (test email works)

Hello I am using

Environment:
  Redmine version                2.4.0.stable
  Ruby version                   1.9.3-p484 (2013-11-22) [x86_64-linux]
  Rails version                  3.2.15
  Environment                    production
  Database adapter               Mysql2

When I try to send test email it works fine. But when I create a new ticket I do not get any notification (I get notification only whn I put myself manually into the list).
I checked both settings - administration->settings->notifications and my account->notifications and both are set correctly.

What should I change to get it works?

Which list? Check your redmine and mailserver logs, perhaps the mail gets to the mail server and you just don't receive it?

When I create a new task there are checkboxes to check persons that you want to inform via email. Those people get the notification. But without it no one gets any notification.

Do you mean watchers? So, the watchers receive the mail, only you do not?
If so, please check your account settings, there's a checkbox option "I don't want to be notified of changes that I make myself", do you have that checked?

Yes, they do. I checked my account settings and the checkbox is not checked. (the problem is not only with my account but with all the accounts)
Also the both settings (my account and administration) are set to the highest lvl (for all event of all my projects).
