Understanding the structure of Redmine when creating projects

I have created a structure in a following way for my Redmine project where Feature is on top, followed by Story, followed by Action. Under Action I want to create another level for Test Case. But when I do that the tracker id is changed automatically to Action. How come?
Is it not possible to have a structure in the way described above with Test Case being the lowest level? For what cases is Test Case tracker id scenario used?
