Redmine authentication and svn

Hello
I am using redmine for project management and usvn for my repos management. This annoying because when I create a new user, disable him, add to a project.... I have to do it twice.
I have seen that redmine can use WS to automate the repos creation, but will it also handle the permissions? So that any developper member of a project will have automatically r/w access to the repos?
My server is running debian 7 (redmine 1.4.4) but we can migrate to debian 8 (redmine 3.0) or maybe in a couple of month to debian 9 (redmine 3.3).
