Fragment identifiers stripped out before urlrewrite?

I see in ticket #869 that fragment identifiers #'s are being stripped out of the uri but at what point? i'm using fragid's to allow users to bookmark ajax pages on my site and need the webserver to process the #'s. Is lighty stripping out the # first before anything else is done? I thought the uri would be left untouched before a urlrewrite.
Any assistance would be greatly appreciated.
