Custom Dev: uploading files to project via FTP

Hiya,
I need to be able to FTP files onto the server and to then run a script through the filesystem to attach them to the relevant projects, using the filename structure to create meta data surrounding the file. For example, a file named XYZ_Project-Portfolio-2009.xls would be added to project 'XYZ' with a title of 'Project Portfolio 2009'.
The purpose of this is to be able to bulk upload files to various projects via ftp rather than having to upload each individually by navigating to each project. The benefit of this is that we often need to upload a file to 200 different projects in one go.
If anyone is able to do this please let me know and we can chat about costs.
