What is the purpose of the `File` custom field for enumerations?

Currently, file custom fields can be registered for the following enumerations:
- Activities (time tracking)
- Issue priorities
- Document categories
However, there does not appear to be any UI where these enumerations are displayed, so it seems that the registered files cannot be downloaded.
If they cannot be displayed, would it be better to prevent them from being registered in the first place?
