Auto assign new issue

We give out access to clients to report issues, but they keep forgetting to choose a value for the Assign To field -> an email is not generated and we dont know about this ticket.

Is there a way to autoassing new issue to a manager or whoever is first in the developers list?

I was told we are running on a 0.9 dev version, but the Information tab says this:
Information - Redmine 0.8.4.devel.2848 (MySQL)

You can watch activity or query with non-assigned issues by rss feed for example.

how do i active a rss feed in REdmine, is it a plugin?

They are built in. Go to the issues list and look at the very bottom for the Atom link. Like Andrew Chaika said, you can also get a feed for saved queries like the Translation Updates query here.
