Totally stumped getting Redmine working on Windows 7 64 bit

I'm totally stumped. I've been trying to get redmine working on windows 7 for the last couple of days. It looks like I'm getting parse errors when I run the app using webrick (to test).
When I try to start redmine, I get the following errors when attempting to access the app using a browser:
ActionView::TemplateError (compile error
c:/railsapps/redmine-0.9.3/app/views/welcome/index.rhtml:7 syntax error, unexpected $end, expecting kEND
@output_buffer.concat " <h3>"...
Please help - I'm out of ideas.
