Missing e-mail notification on a certain ticket

Hi,

I have a ticket in Redmine 'that does not send Mails' to the assigned user. There was no mail sent when it was created nor when it is updated. The user has two roles with this project (Manager and something else). It was created by someone else and this person has set the user as 'assigned to' and as a watcher (what is not reasonable, of course).

The user has no problem with other tickets.

What could be the problem or how can this happen? May this happen? How could I further investigate the problem?

I know, I don't provide much information here. But what of those many information that I could provide is relevant? I don't know. So if you'd like to help me with this issue you may request further information.
