Redmine

I am trying to install the Redmine Stealth as my first plugin (I have a list that I wish to install,) and it is not showing up in the admin>plugins section after install. I can not locate information how to restart redmine - restarting apache2 does not seem to do it. (Which is assuming it is even tied to apache2. I did the passenger method of install as outlined in the wiki.)
