Template project

I want to setup template project, one that contains correct users etc. and use that as basis of new (sub) projects I create.

How I can make project so that it's not visible and nobody can add any tickets to it since it's just a template which is not meant to be just a skeleton for future projects.

Make it private and don't add any other user than yourself? You can't have project members already and disallow them to do stuff in the project. You could probably archive your template project though, that would "hide" it from anyone, but you'd need to de-archive it to be able to duplicate it.
