You will need a plugin for this. Two candidates: http://www.redmine.org/plugins/redmine_local_avatars_003 and http://www.redmine.org/plugins/redmine_local_avatars.

I solved it by registering with www.gravatar.com. I do not know yet whether my colleagues will do the same, but the plugins will be better in the long run, in case gravatar.com shuts down.
