Offline ticket preparation/creation: possible?

I am planning to deploy Redmine for a large development group working on different projects
for international customers.
The question was raised, whether it is possible to create new tickets offline,
i.e. when working on-site, without company intranet access.
Are there any solutions or ideas?

In general, the Redmine Importer will take the columns of a .csv file and map them to the fields of issues, and create one issue for each line of the the .csv file. It's a good way to create Redmine issues when you have a large volume of issues to manage.

In my point of view the difficult step is merging back the offline modifications.
If it is not yet done what can I do to try to develop it?
Where can I start from?
I need to understand the feasibility of this work!
