Encoding problem in Bazaar repository russian comments

Hi.
I have a problem with encoding russian comments in Bazaar repository. The Russian comments and author name are displayed as question marks.
Database encoding is UTF-8. If do update repository from command line, encoding of the comments is correct.
Command line for update:
ruby script/runner "Repository.fetch_changesets" -e production
If do update repository via web, encoding of the comments is incorrect.
