How to do document-level and file-level access control?

Is there a way to control access to documents based on account? Also, how about access to files? I want document-level and file-level control. That is, for each document created or a file uploaded, I want to assign access permissions for different accounts.

I guess there is no such access control. If you see such a need, that might mean better split the project or create child project to group documents to eliminate such need. Any comments?
