Workflow doesn't work in a project

Hello,
I have correctly set some trackers, issue statuses and workflow.

But the workflow doesn't work in only one project!

It means in a project I can't change status of an issue from new to fixed. This happens in only one project.

I don't know where I messed up...

This was really a mess up!
I didn't correctly set up roles!
