All my chinese characters are displayed as "??".

Greetings,

Env: ubuntu10.04 + redmine1.3.2 + Mysql5.1.
I tried to create a new project with a chinese-characters title, after a successfully saving action, i found the chinese-characters are displayed as "??".
What should i do to fix that?
