New user not receiving email notification

Hello All,

I'm a redmine n00b, and am hoping someone can point me in the right direction here. We set up a project and a tracker in redmine, went fine. Then we set it up such that non-member users can open tickets via email by emailing the system, also works fine. That random person gets an email back saying that their account has been created, with login and password creds.

BUT, when I, as a regular member, update the ticket to help the person via the web interface, I get an email with the update but the user that just opened the ticket via email does not get the update! That user can log in and look at their settings and it even says on the user info page:

Email Notifications
Only for things I watch or I'm involved in

Yet they don't get updates for tickets they they opened themselves, nor do they get an email confirming that they opened a ticket. Does anyone know where I'm going wrong? Any clues? Sorry if this is a basic question, I'm just getting used to redmine. ;)

We're using version 1.2.2 stable.
