Watchers cannot see issues

I though this was fixed in 1.4.1 for some reason, but it is actually worse.
With the user's role set to "only issues created by or assigned to the user", I create an issue. It will be visible to that user only if he is the assignee. If I add this user to the watcher list nothing happens - the issue is still invisible to that user. I can add whichever user in the system I desire to be a watcher of that issue, but it doesn't change anything. Setting roles to "all non private issues" makes the output a garbage, since the user sees all issues which are not private.
I am running 1.4.1 on a Debian machine
Is there any way to fix this?
