Hello. I wanna organize new issues, by not letting standard users to add them to under development versions. I wanna create a version named Unreviewed Issues where new issues will go. Then, manager and dev can open these issues and move them to proper versions.

That's how Wordpress tickets are handled and helps keep milestones organized while users can freely open tickets.

The problem is that when I set a version as locked, neither them or me as manager can change any issue to those versions. I'd need to do that as workflows work for statuses.
