application/Octet-stream random pupop

Hi

While working in Redmine (Windows install), I randomnly get an "application/Octet-stream" popup from the browser give me the option to download/open a file. This while clicking on normal links like "Create New User" and such. Listed below is the top part of the file. This "action" happens on the link for a couple of minutes after which the link works as expected.

Any ideas how to fix this.
