Site Broken on server move/Would reinstalling help?

Recently, my shared hosting account that I had Redmine running on was moved to a new server. Unfortunately, that broke my Redmine installation. You can see the damage here: http://redmine.weathersourcepa.com/

Are there any clues there as to what broke so that I can see what needs to be done to get it back online?

There may be another alternative to this situation, though. The version of Redmine that was installed was version 1.3.2. Obviously, this is a good deal behind the current version. Would it be possible to simply reinstall the application and see if that fixes things? If so, should I reinstall version 1.3.2 or can I install a newer version (the latest in the 1.3.x branch I'd think would work, or could I go right to the latest 1.4.x version)? I can certainly back my database up first, but it would be nice to not have to re-import everything manually if I have to blow everything (database included) away.

Any insight on this would be greatly appreciated. This is the first time I've used a Ruby on Rails application, so I'm a little lost on how to get things fixed here.
