redmine apache2

hello everyone!
i'm trying to install redmine on vps server with 256mb memory. as i use openvz, i can't add swap.

when i type passenger-install-apache2-module, i got error something like "no available memory (need 1024mb, got 256mb)" and some links to passenger users guide.
there i can't find any solution, and i try to install libapache2-mod-passenger

but, when i run redmine, i got error "cannot load such file -- bundler". gem bundler i had allready install.
