New User not able to start a new project

I just registered Redmine a couple of hours ago and I surprisingly found I am not able to start my new project.
I checked many online tutorials and found that I don't have the "Administration" in the top bar that many tutorials. Meanwhile if I click the "Projects", there is no "New Project" button to start one. The only things I can select are "View all issues" and "Overall activity". I attached a figure about this issue.
Normally does a new user need to wait a certain amount of time before he is able to start a project? Thanks very much!
It is because www.redmine.org is for Redmine itself.
You need to install Redmine in your server or use Redmine hosting service.
