How can I set the visibility of tasks for watchers?

Hello

I have this setting:
Role has set issue visibility to: Issues created by or assigned to the user

User can't see tasks that he just follows.
Emails about changes are not delvered to him also.

How can I set the visibility of task for the user, who only follows the task?

If they don't show up because of your Role Permissions, then change your role's issue visibility to the next step up.
There should probably be another selection that includes watchers.
My Page has a section available called "Watched Issues", that might help with overall usage.

Emails should be delivered to him, so you probably have another issue. Whether its user account settings, incorrect email address, incorrect email settings/config, etc.
