Version statuses - can we have something prior to open

By default when a new version is created the status of the version is Open. I want to have a version status prior to Open - that way I can add items to version even before it is "Open" and the reporting in burndowns etc... would be based on when the version was set to "Open". Other option is to have a defined start and end for a version.

Is there a way to achieve this?

Not to my knowledge, it would need to be coded in a plugin.
