New issues and existing issues cannot be assigned to user

I am a new user of Redmine. I am a "manager" with all permissions. When I create a new issue, the "assignee" field does not appear. I assume there is simply something I need to adjust in Administration, but I can't find it for the life of me!

Environment:
Redmine version 3.0.1.stable
Ruby version 2.2.2-p95 (2015-04-13) [x86_64-linux]
Rails version 4.2.0
Environment development
Database adapter Mysql2
SCM:
Subversion 1.6.11
Filesystem
Redmine plugins:
no plugin installed

Hi,
Check in Administration->Tracker

Check that the tracker you are using has assignee field checked
