Account activation by email confirmation AND administrator

Hello,

Redmine supports user account activation via email confirmation and manually by the administrator.

What I need is a combination of both: Before activating a user account as administrator, I would like to make sure that the email address is valid.

Is there a simple way to achieve this, possibly by patching the redmine sources?

If user accounts were in state "locked" after email account activation, I (as administrator) could unlock the accounts afterwards. This would be a valid solution for the requested two-step registration process.

Does anyone know how to patch the code such that user are in state "locked" after account activation?
