upgrading to 0.8.3 from 0.8.2

I downloaded redmine-0.8.3.zip and just followed doc\UPGRADING instruction in order to upgrade from 0.8.2 to 0.8.3 on Windows 2000 machine.
I have a few questions about 0.8.3 package.
1. tmp folder
redmine-0.8.2.zip contained tmp\chache, tmp\sessions and tmp\sockets folders, but redmine-0.8.3.zip did not contain those folders. Anyway I created those folders under redmine-0.8.3 by hand, and redmine started to create session files in tmp\sessions.
But should I have created those or leave it as is ? (please note that I do not change config\environment.rb)
2. "Issue tracking" setting in Administration
After updating to 0.8.3, I find that "Default columns displayed on the issue list" displays nothing.
Are there anybody who encounter the symptom? I appreciate any suggestions and/or advices.

As to 2., looks like my IE6 SP2 on WinXP SP2 can not render "Default columns displayed on the issue list" although the source HTML is provided...
