Cant install - Passenger says "Web application could not be started"

Hey guys.
I am desperately trying to install redmine on a virtual server but i can not seem to do it.
I have tried this guide and could not be able to finish the process to use redmine. The error message was ""Web application could not be started" with different, rather useless since overloaded, error logs.
So I completely wiped it, and went from CentOS6 to Ubuntu 16.04 and a rather new guide (its german), and again I got the same mistake.
What could be the cause of it? I did everything the same as both guides stated but still with the same result.
