How to make redmine can assign a issue to more than one user?

What I want is assigning a issue to more than one user by checking the checkbox of any user I want.
At present, redmine only support assigning issue to a group, but this is very inconvenient when users
are not in a group.
Is there any way to make redmine can assign a issue to more than one user?
