Owner - assignee (or role) based required custom fields check mechanism

Hi,
Sometime we need to change some issue's tracker in order make appear some custom fields. We just can't save changes because required custom fields in tacker. And we don't want to fill required custom fields either. Issue owners have to fill them. Due to this situation we have to implement some role based custom field requirement check mechanism. Is such thing doable with bare redmine installation or there is a plugin for such need?
