Redmine Upgrade to 0.8.3

I have installed redmine 0.8.3 in my local box.I upgraded ruby to 1.8.7 patch 72.When i start the mongrel service in production mode through services in windows i get the following error---

whereas if i start through command prompt i have no problem.
Can any one help me out with this.
Please let me know if i have missed some settings.
