news emails not being sent for single project

email notifications for everything else; issues, forum messages etc get sent successfully except the news for a given project. all other projects have the news notifications working. the news notification category is checked in administrative settings. what could be causing this? i am on the latest bitnami redmine stack on w2k8. regards, anthony.
