redmine thin won't start

Hello, the application is on windows server 2012, redmine version : 3.4.4-1.
I tried to reinstall the thin, i did it but nothing changed.
the message i receive is : YOUR APPLICATION IS NOT AVAILABLE.
Please HELP ME.
i tried to do everything i found on internet
below the error log:

I tried to run the command: rails_env=development script/about cmd but nothing happend
