How to prevent deletion of Custom Queries by others

I create Custom Queries for all users, but sometimes they are accidentally deleted by users

As Admin, how can I protect shared queries 'visible to any users' from being edited or deleted?

This should be controllable via the following authorization:
Admin->Roles and permissions
Permissions -> Project -> Manage public queries
