update redmine in local network

how i can upgrade my redmine if my server in local network without internet connection
my question IS
1- svn update
HOW i can create svn localy by (USB,HARDDISK,server) AND MY Server update from it,or from another server (ip)
2- bundle update
how i can update my gem localy by (USB,HARDDISK,server) AND MY Server update from it,or from another server (ip)
*hint
if i have another server (test server) can i copy folders for folder(redmine) i think its working
but the problem in gems
if im copy folder ruby (.rbenv) to my server (real local network) its working
