Visibility of projects in issues

Hello everyone.

I have a question about the visibility of projects in issues.

Why, when I have the same role in one subproject, when I edit an issue, do I see only some of the subprojects, and when I edit another subproject, I see the entire tree?

I have no idea how to make each subproject show only specific options for choosing to transfer the issue to other subprojects, and I've probably checked everything.

Is this a bug with the current version?

Please help.

I think I saw this issue once in one of the issues.
But I went through the subtasks on my current instance and when I edit them, I can select from the full list of projects.
Last time when I had this bug, I first changed the project from the sub-project to it's parent, and after submitting this change it was possible to change the project to any other. Full list was available
