Email notifications not working for an installation restored from old snapshot

I had a self hosted Redmine installation on a ubuntu 14 digitalocean vps created in 2016. In 2019 I created an snapshot of the server and deleted the server. I have now restored the Redmine installation using the same domain name using the snapshot created years ago. Redmine installation is running fine except it's not generating any email notifications for the issues. In the email log it says "status=deferred (Host or domain name not found. Name service error". I am using the exact same domain name I used previously for this installation.

/etc/resolv.conf file is empty.
